Managing Authority is the Secretariat of National Economic Planning (Office for National Economic Planning) of the Ministry of National Economy of Hungary.

States Parties shall nominate national authorities whose main functions are aimed primarily at providing systems for the first-level control of expenditure incurred by the respective beneficiaries and contracts for national co-financing partners in approved projects and making payments on them.

National Authority and National Contact Point for the Republic of Bulgaria is “Territorial Cooperation Management” Directorate General at the Ministry of Regional Development and Public Works.

Monitoring Committee reviews the overall effectiveness, quality and coherence of the implementation of all actions in order to achieve the objectives set out in the Programme.

The Joint Secretariat provides operational support to the Managing Authority, the Monitoring Committee, National authorities and contact points on the Programme and assist when necessary Certifying Authority and the Audit Authority in carrying out their duties. The Joint Secretariat also provides information and support to beneficiaries.
