INTERREG V-A Romania – Bulgaria Programme 2014-2020 - Programme bodies

Managing Authority bears the overall responsibility of the Programme. The Managing Authority also has taken over the role of certifying expenditures. Romanian Ministry of Regional Development and Public Administration was designated as Managing Authority.

National Authority is represented by Directorate General “Territorial Cooperation Management” Ministry of Regional Development of the Republic of Bulgaria. The competencies and responsibilities of the National Authority are to support the Managing authority in the implementation of the Programme.

Monitoring Committee is composed by representatives of Managing Authority (MA), National Authority (NA), the European Commission, as well as other relevant national/regional/local authorities and stakeholders, including civil society and private sector organisations. The composition of the JMC is in line with partnership and multi-level governance.

Joint Secretariat is established within Cross Border Cooperation Regional Office Calarasi for Romania-Bulgaria Border and has an antenna in Ruse. It assists the programme management bodies in carrying out their respective duties and provides support to the beneficiaries.
