After 26 January 2004 illegal constructions will not be executed and afterwards legalized, said the Minister of Regional Development and Public Works Valentin Tzerovski at a press conference on the occasion of the gratis term expiring on 26 January, for filing in applications for legalization of illegal constructions, executed in the period from April 1987 to 25 July 2003. This gratis period is envisaged in the amendments to the Territorial Development Act /TDA/. Corruption will be reduced due to the amendments to the TDA - everybody knows that it was the existing opportunity for legalization which created prerequisites for corruption pressure, underlined Minister Tzerovski. One should not think that removal of all illegal constructions will start from 27 January this year, said the Deputy Minister of Regional Development and Public Works Savin Kovachev. Chief municipality architects will for two or three months research the opportunities for legalization of those constructions for which legalization applications have been filed in. In case of refusal, appeals can be lodged before the Regional Directorates for Construction Supervision /RDNSC/. If RDNSC also refuse legalization, appeals can be lodged before the court. Constructions, which do not have applications, are subject to destruction. Such constructions will be identified by appeals and casual check-ups. The illegal constructions removal will be executed by order of the Head of the Directorate for National Construction Control /DNSC/, or by order of a person authorized by him, which determines a term for voluntary execution. If the building is not destroyed voluntarily, DNSC will select companies under the Public Procurement Act to remove the illegal construction. The compulsory removal is at the expense of the owner of the construction, the person who exerted construction supervision, the builder and the designer. 171 orders for illegal constructions removal were issued in 2003, 42 - in 2002, said the Head of DNSC Ivan Simidchiev.
