Meeting of the Advisory Council for Minister Plevneliev

The Ministry of Regional Development and Public Works held its regular meeting of the Advisory Board for Minister Plevneliev Rosen. Plevneniev. Minister Plevneniev  and Deputy Ministers Ekaterina Zaharieva and Georgi Pregyov informed the members of the Advisory Board on the actions taken to ensure the maintenance of winter roads, on the concession works in  MRDPW, and the proposals for legislative changes, which the team of the  Ministry is working on at the moment.

A few days ago the Ministry of Finance disbursed more than 7 million BGN, to ensure the maintenance of winter roads until the end of the year. Minister Plevneliev foresees the provision of  over 220 million BGN from road taxes from the beginning of 2010 on, which will help deal with the maintenance of road infrastructure until the end of the winter season.

As anti-crisis measures in support of construction works in Bulgaria, Minister Rosen Plevneliev underlined that a loan of 34.373 million EUR has been secured from the KfW - Bankengruppe - Germany Bank on the "Technical Infrastructure 2010-2013” Project  81 million EUR has been provided by the World Bank for the completion of three dams and the reconstruction of a dam wall. With the help of funds, allocated by the State Investment Loan, the Southern Arc of Sofia and the road junction Bourgas - Meden Rudnik will be built.

Deputy Minister Ekaterina Zaharieva  informed that  the Ministry found over 500 unfinished concession correspondences. Up to this moment it has been worked on 150 of them.

A work group has been fromed, under the MRDPW, that will be working on proposals for amendments to the Law on Spatial Planning, which includes representatives of professional organizations, NGOs and experts.

Various suggestions were discussed as well, made by the Members of the Board, mainly related to the achievement of greater incentives, and creating a better environment for foreign investors in the country.

They suggested that the best European practices should be examined in the field of  public-private partnership, that are to be used to implement the construction of the water supply and road network in the country. The representatives of the industry organizations  shared the problems which the municipalities are facing in securing the expropriated properties they also expressed the hope that the problems in their work will get alleviated by the preparation of the legislative changes.
