National Information Day on the OP Interregional Cooperation 2007-2013 INTERREG ІVС

On the 24th November, 2009, at 10.00h, in Sofia the General Directorate "Programming of Regional Development» under the Ministry of Regional Development and Public Works and the Information Unit “East” - Katowice, Poland, are organizing a National Information Day and individual consultations on the third Call for proposals under the INTERREG ІVС.

The Information Day will be organized at the “Metropolitan” Hotel, Sofia Hall (“Tsarigradsko Road” № 64). All institutions and organizations that are interested can participate in it.
The third Call for proposals will be opened only for projects for capitalization. They should demonstrate how to build the experience in previous or existing regional development programs, including programs funded by the Structural Funds.

One of the expected outcomes of the projects for capitalization for each participating region is a specific action plan. The strategy paper will determine exactly how best practices will actually be implemented within an Operational Program for each region involved in a project for capitalization. To ensure its official and binding character, it must be signed by the corresponding Managing Authority of a Program under the Structural Funds, and by the relevant stakeholders in each of the participating regions.

One of the results expected from the implementation of the projects for capitalization is the transfer of best practices, identified by the basic programs of the Structural Funds – “Convergence”, “Competitiveness and Employment” and “European territorial cooperation” in regions willing to improve their policies.

Because of the two-year duration of the projects, their implementation must begin no later than 2010, so that they can have iimpact before the end of the planning period 2007-2013.

The projects for capitalization require the involvement of governing authorities or intermediate points of the program. Because of that, the information for applicants during the Call is focusing on these authorities.
Beneficiaries of the program may be:
- Authorities of the State, regional and local authorities. Their participation in the projects for capitalization is essential and will be promoted in the program
- Publicly-legal organizations, as defined by Directive 2004/18/EC (the Directive was transposed in the Bulgarian Public Procurement Law).

The eligible fields of cooperation for INTERREG IVC cover the whole territory of the European Union with its 27 member-states and the territory of  Norway and Switzerland as full members of the program. Partners from other countries can contribute on their own expenses.
