Over 408 million BGN from the Recovery and Resilience Plan are now available for the rehabilitation of public

Over BGN 408 million from the Recovery and Resilience Plan is now available for the rehabilitation of public buildings in all 265 municipalities of the country. The Ministry of Regional Development and Public Works has launched the call for proposals to implement investments under the selection procedure “Support for sustainable energy renovation of public building stock for administrative services, culture and sport”. The Guidelines and the application documents have been published on the Ministry’s website. The available funding is expected to renovate more than 600 state-owned or municipally-owned administrative, arts and culture and sports buildings. The resource is pre-allocated, with municipalities grouped into three groups according to size. Eligible applicants for funding under the procedure can be municipal and regional administrations, as well as ministries or any other public body owning the public building concerned (central and territorial administrations).

The deadline for applications under the procedure is 28.04.2023.

The specific objectives of the procedure are to improve the energy performance of state and municipal buildings, which must reach energy consumption class “B” after the implementation of energy-saving measures in public buildings with the exception of buildings of cultural heritage included in the scope of the Cultural Heritage Act. It is a requirement of the Application Guidelines that each building achieves at least 30% primary energy savings.

The budget of the programme is divided by building type, with the largest percentage (70%) allocated to administrative buildings, and 15% each to public buildings for culture and the arts and sports. Sports and playgrounds, gymnasiums, school sports facilities and huts are ineligible.

The submission of investment implementation proposals under this procedure shall be carried out entirely electronically, by filling in the electronic application form and submitting the supporting documents through the RRM Information System, via the “E-application” module at the following Internet address: https://eumis2020.government.bg/bg/s/800c457d-e8be-4421-8ed9-9e78d0a75c39/Procedure/Active.
