The Council of Ministers endorsed a draft Law on the Spatial Planning of the Bulgarian Black Sea coastline

The necessity of drafting and endorsement of a Law on the Spatial Planning of the Bulgarian Black Sea coastline is a result of the actual state of our coastline. During the last years we have been witnessing a strong investment process and impetuous construction resulting in overurbanisation of some valuable territories, illicit building on protected areas, dunes and sea beaches which is still in process. This was the statement of the Minister of Regional Development and Public Works Asen Gagauzov after the endorsement of the draft Law on the Spatial Planning of the Bulgarian Black Sea coastline by the Council of Ministers. The basic objectives and principles of the draft Law are the creation of conditions for stable and integrated development, physical planning and protection of the Black Sea coastline territory, prevention and diminution of the territorial and aquatorial pollution, rational use of the nature resources, provision of free public access to the sea coastline, restoration and protection of the natural landscape and the cultural and historical inheritance. The Law introduces two zones “A” and “B” for special territorial planning protection with differentiated limited normatives for construction – density and intensity of building, minimal space of green areas and maximal height of the buildings. Yet in this year we will assign the actualization of the general spatial planning drafts for the most critical zones on the Black Sea coastline, said Minister Gagauzov. There are negotiations in process with the World Bank for the rest of the general spatial planning drafts to be included in the framework of the next loan, which is to be granted for improvement of the municipality and road infrastructure.
