The European Commission and the Ministry of Regional Development and Public Works announced an open tender procedure for design and construction of "Wastewater treatment plants /WWTP/ in the Maritza River catchment-area of - Lot 1 - Stara Zagora, and Lot 2 - Dimitrovgrad". The project for construction of treatment plants in the Maritza River catchment-area encompasses WWTP construction in the towns of Stara Zagora, Dimitrovgrad and Haskovo. The funding is provided by the EU ISPA Programme, EIB and the state budget. The project is at the total amount of over Euro 60 mil. The tender procedure for WWTP in Stara Zagora and Dimitrovgrad includes design, construction and turn-key job of functioning wastewater treatment plants, along with their connection with the existing sewerage system of the towns of Stara Zagora and Dimitrovgrad, situated in the Maritza River catchment-area in central Bulgaria. The implementation of the project also includes staff selection and training in respect to operation and maintenance, as well as operation and maintenance of WWTP for period of two years. There is an open tender participation on equal conditions for all legal persons, participating individually or as a consortium of the EU member countries, the candidate countries, which will accede to EU from 1 May 2004, as well as Bulgaria, Romania and Turkey. The candidates should have an average annual turnover of over Euro 30 mil., for the last three years, if they apply only for WWTP in Stara Zagora, and over Euro 15 mil., if they apply only for WWTP in Dimitrovgrad. If they apply for both lots, their average annual turnover should exceed Euro 45 mil. The candidates must have a positive profit for two of the last three years. They should have implemented successfully at least one similar project at the minimum amount of Euro 15 mil. and two projects at the total amount of Euro 10 mil. Tender dossier is available in the Ministry of Regional Development of Public Works against non-recoverable bank transfer of 250 Euro. Tender dossier is accepted till 5 p.m. on 3 May 2004. Supervision contracts for WWTP in Stara Zagora and Dimitrovgrad were concluded on 27 May 2003 in Stara Zagora and Dimitrovgrad. The pre-qualification procedure for WWTP construction in Haskovo is under way. It has already been prepared the short list for the companies applying for Haskovo WWTP supervision.
