The ministry of Regional Development and Public Works has not distributed a 13th salary

The Ministry of Regional Development and Public Works hasn’t given out a 13th salary, because the employees haven’t still received the 11th and 12th ones. Additional bonuses are paid to the employees who work in the structures of MRDPW, amounting to 1 base salary. This is done on the occasion of the Day of the Constructor – the 26th of October, and is an established tradition. The difference this year is, however, that the additional bonuses include officers from all directorates, unlike the recent practice of incentives for separate directorates and their employees, like for example – “Administrative Directorate”, “Public Orders Directorate” and others. A great part of the until-recently highly stimulated employees are at the moment investigated by the Prosecutor’s Office for post abuse. This is the reason why, this time, the only proper comment is that the MRDPW employees are surprised as this time there are no privileged people, and all are supposed to get bonus money.
The financing is provided by economies in the Work Salary Fund, because the employees who work in the structures of MRDPW receive some of the lowest salaries in the budget sphere. Moreover, the Ministry of Regional Development and Public Works has economized money after the drastic shrinking of the expense for the management team of the office that was available to the previous managerial team of MRDPW. Money is also saved up from the termination of the great number of fictitious civil contracts that were signed on by the former Minister of Regional Development and Public Works.
In order to undertake timely management decisions, and referring to the Ordinances of Chapter 37, Paragraph 1, from the law of the Audit Chamber, Minister Plevneliev has addressed a petition to the National Assembly of the Republic of Bulgaria for a second audit and certification from the Audit Chamber of the Annual Financial Report of MRDPW for 2008 and an audit of the financial management over the period 01.01.2008 till 30.09.2009.
After the inspection is over, the former Minister of Regional Development and Public Works Asen Gagauzov will have the opportunity to comment on the results and the financial condition in which he left the governed by him Ministry.
MRDPW is following a strict financial policy and all the expenditure is within the Ministry’s restricted budget. The last thing that can be claimed is that the money for additional bonuses was saved up by the former Minister of Regional Development and Public Works. On the contrary, the former Minister left a deficit amounting to 52 million BGN and signed contracts amounting to 308 797 363, 23 BGN.
The above mentioned presupposes the extremely difficult financial condition in which MRDPW has been put, due to the impossibility of acquittal of the great amount of the accumulated short-term debts to different suppliers, and the obligations taken without secured funding.
All the speculations, compared with all the efforts put into working in the situation of such a heavy heritage, left by the previous government, are amoral and only aiming at creating false tension and untrue disposition in society. The results of the forthcoming audit of the Audit Chamber will confirm the facts mentioned above.
