“Construction supervision for Studena Dam”

Expressions of interest

The Republic of Bulgaria has received financing from the World Bank towards the cost of the Municipal Infrastructure Development Project and it intends to apply part of the proceeds for payment under Contract No. MIDP-CS-QCBS-3 for consulting services.
The Consultant shall do “Construction supervision for Studena  Dam” required for the rehabilitation of Studena dam.
Studena Dam is situated in the Struma River valley at around 0, 5 km upstream of the village of Studena and at about 15km upstream of the town of Pernik, Sofia region. It was built with the main purpose of creating a storage capacity for the river flows of Struma River and its tributaries Matnitsca River and Kladnitsa River, aimed at providing for potable and industrial water supply in the area of Pernik, power production and flood protection of arable lands downstream of the dam. The dam reservoir stores water flows from its own catchment area and additional water quantities coming into the reservoir by means of Vladayski and Palakariyski feeder canals.

Studena Reservoir scheme includes: concrete buttress dam with front spillway and stilling basin, bottom outlet with stilling basin, intake tower, penstock, hydro power plant, headrace channel and feeder canals.

Currently the hydro-mechanical equipment is strongly worn out and technically outdated, with the exception of the spillway gates and the new control valves on bottom outlet pipes, the rest of the equipment is at the end of its period of operation. The pressure piping of the water intake is heavily corroded.
Control and Instrumentation System (C&I) on Sudena dam is in the end of mileage life. Sudena dam has no electronic system for data processing and data storage from the observation.


The Consultant shall be required to: 
• Act as “Consultant” according to the Bulgarian legislation pursuant to Article 166, 167 and 168 of the Spatial Development Act (SDA), (State Gazette of the Republic of Bulgaria, No. 1/2001 and the subsequent revisions), where the Consultant have to perform: (i) an assessment of the investment design conformity and (ii) construction supervision during the construction period
• Act as “Engineer/ Project Manager” in accordance with the TOR and contract conditions as they are specified in the World Bank Standard Bidding Documents /SBD/ for procurement of Works, where the Engineer is to administer and supervise the design and construction contracts as an agent of the Employer.

The Consulting services will be required for approximately 46 (forty six) months from the Contract signing, of which 10 (ten) months for design period activities, 24 (twenty four) months for construction period activities and 12 months for Defects Notification Period.
The Ministry of Regional Development and Public Works of the Republic of Bulgaria now invites eligible consultants to indicate their interest in providing the services.
Interested consultants must provide information indicating that they are qualified to perform the services including:
 Profile of the consultant – date and place of registration, overall experience in the field of the assignment, human resources (general experience and qualifications of the main personnel, number of years in the company), financial capacity (annual turnover for the past five years, annual turnover in the field of the assignment for the past five years).
 ISO 9001:2008 Certificate for a quality management system. The scope of the certificate shall meet the subject of this assignment.
 Experience in similar projects and in provision of similar services in the past five years.  List and short description of the assignment, including the name of the client, place, implementation period and value, etc. have to be presented.
 Experience in the region. Information on the local and regional experience in similar projects
 References from previous Clients

In addition to the required information Consultants may provide brochures and other related documents.
The Consultants are informed that a Valid License for assessment of the investment design conformity and construction supervision in accordance with the requirements of the Bulgarian Spatial Development Act (SDA) shall be obligatory at contract signature. 

Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can submit an EOI individually and as a partner of a joint venture in the same selection process. 

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (edition May 2004, revised October 2006& May 1, 2010).  Consultants will be selected based on quality and cost selection (QCBS).

Expressions of interest must be submitted in one (1) original in English and two (2) copies of the above information to the address below by the 20th  of September,  2012, 16:00 p.m. (Sofia local time) and should be clearly marked “Construction supervision for Studena Dam”, Contract No MIDP-CS-QCBS-3.
